Why is the invention of cosmetic not purely scientific?

Cosmetics have been around far longer than science. The ancient Egyptians were big users of cosmetics and perfumes and that was a long time before there was any scientific method. But they worked things out by trial and error over hundreds of years. Trial and error isn't science, it's close to it but not close enough.
